this happened to me as well, try removing the exhaust manifold and see if you can see a piece of the rope in it . Use a long skinny screw driver to put the cylinder on TDC so that you won’t drop a valve while removing the rope . After removing the keepers and valve springs you should have a little play to move valve up and down by hand . . I was able to use a pick to pull rope out of exhaust port. I cut the end of the rope sticking out of spark plug hole as short as possible after getting a good grip on the other end sticking out of exhaust port . Would definitely help to penetrate exhaust bolts with PB Blaster before starting the job . Definitely worth a try before moving heads. Hope it works for you. Definitely did for me

That method isn't always an option. Sometimes compressed air is not an option either. Wait until you get into one of these:
