Vehicle Speed Sensor Code 24

My car has the code 24 for the vehicle speed sensor. I let the car idle in gear and checked the wire for voltage and it stayed at 13.6 volts. My service manual says that the circuit could be open. How would I go about checking if its from the circuit being open or if it's a bad speed sensor?

The '87 should also have the signal splitter/conditioning module (the yellow box). It is strapped to the back of the ECM.

If the wheels aren't turning, disregard the code--that's according to the manuel as well.
