64cc on a flat top 383 will put you around 10.9:1. Your cam was probably cheap, but is very tame. 221cc heads will work up to 7000 rpm, so no using the stock TPI manifold on top. Best to run either a Victor Jr. for carbureted or a TPIS Mini-Ram for EFI. And change the cam. then you could see 500 horses with 1.75" headers and a single 3" exhaust won't flow enough.
If 7000 rpm isn't what you want, sell those heads and get some AFR 195s. The 75cc version should give you around 9.9:1, and this would work up to 6500 rpm. Still would want a cam change.
As it stands, you have a mis-matched combination.

Mismatched combonations will work against you. Before picking a cam, get the flow rates and choose your cam from there.

The 170cc, casting numbers 062 and 906, Vortec 350 truck heads, on a 383, will be all done by 5500 rpm. They are a much better match for your cam, and for TPI. But Edelbrock's E-Tec heads are lighter by about 25 pounds each.
