Engine wont start

ok so i have a 87 Iroc 5.7. I've replaced the battery and the battery cables. I've replaced the Spark plugs, fuel filter. The problem is the car just wont start. Everything turns over just not starting. The other thing is it will only turn over if the steering wheel is tilted all the way down. If it isn't it wont even attempt to start. I've been dealing with this issue for about 2 months now and i can't figure it out. I've been back from Iraq for 3 months now and haven't even got to drive it because of this issue. I have a haynes manual. All the grounds are good. My wife bought the car from a 16 year old kid. He's removed stuff i can't figure out what. Any help would be appreciated

Well as far as the tilt coulm is concerned the way the ignition switch works is its at the bottom of the steering coulm and a long rod pushes on it when you turn the key. Now it sounds like maby the rod is bent or the switch has shifted down the coulm or something putting it out of reach of the rod except when the coulm is adjusted in a certant position well deal with that after though first lets get it started. Now we have to figure out exactly whats not happening to cause the car not to start. Ide start by pulling a spark plug wire and have someone crank the car to see if you have spark. Next i would check for fuel pressure.

check your distributor and make sure its tight if not then the timing could be off a little.

TPI or carb?

Are all of the fuses good?

Does the fuel pump prime when you first turn on the key?

Does the coil have power with the key on?

Have you checked to see if you have fire at the plugs?

ok so its a TPI. All the fuses are good. I managed to get it to start today after trying for like 10 mins. It sputtered to a start and it stayed running. I was having a really bad smell of gas from the engine compartment. I checked the fuel pressure its reading at 38 psi. Once i shut the engine off it wouldn't start again. Yes the fuel pump primes when i turn the key but it just wont start.
