Best cam and lifter combo?



I want to add as much power to my car as possible.

What would be the best cam/lifter combo I can put in while passing emissions?

Im not sure about my gears maybe 3.42, but I would like to get up towards 400 hp or more if possible while passing emission laws. im just not sure of what to get.

i would like to change my gears to a better setting but am stumped on that.

With TPI and 700R-4, 3.42:1 is plenty of gear. For a cam, how about this:
