shuttering

sometimes it shutters up to speed like it wants to go but its not

If you're getting surging on cold acceleration, then you're not getting the cold-start enrichment. It could be the coolant temp sensor, or the 9th injector. Or something else.

the surging is always there under light acceleration well under 3/4 throttle
