emissions legal or not ?

tpi 92 with the 730 ecm
what is the best build for the 350 i can get away with and pass texas emissions test the car body is a 67 camaro so i don't know if that helps if i can get away with no emissions or if it goes by engine ?

In Texas, it goes by the age of the car itself. Since your car is so old, it will only need a visual emissions inspection. In 1967, the only emission control on the engine was a PCV valve. You should be fine.
