Vacuum like = power surge?

Vacuum like = power surge?
I’ll start off by saying that I’m not terribly mechanically inclined.
So, I’ve been having a problem with the car having a surge in power between 45-50 mph. Then a few weeks ago I changed out my thermostat and forgot to hook up a vacuum like on the bottom of the TPI throttle body. The car ran killer! Better throttle response and no power surging at 45-50 mph. Then when I was changing my air filters the other day I saw the hose hanging there. After hooking it back up the power surge is back and the throttle response it back to the way it was. Has anyone seen this before, or have any idea what it is?
