Timimg set too High

Hi All,
Finally got the 83 z-28 with the 305 motor to start and stay running. Now I have the problem with the timimg set too high.I found TDC when I was doing
the intake replacement. When trying to start the car,the starter drags pretty good to the point that the battery is getting tired.I also noticed that when i took it for a test drive, that when i jump on it, the carb fails to kick in.I know all of this has to do with timing.Any suggestions?

Did you use a timing light when you set the timing? What's it set at?

I've got an 89 305 TBI Firebird. What is the timing supposed to be set at? I just bought a cheapo timing light from Harbor Freight.
