Vacuum "Ball" Question

Vacuum "Ball" Question

I know the vacuum "ball" under the driver front is meant to 'hold a vacuum' for things. What is affected by removing this "ball"?

I'm 350 carbed, no ECM. Brake booster gets vacuum directly from carb, so no brake issues right? My TC lockup gets vacuum off this line - but no need to have the TC lockup if no running engine. Only thing left I can think of is the vacuum actuated heater controls. And I can't see a need to run them without motor running either.
