91 V6 No Start problem

91 V6 No Start problem

Ok guys.. here are the details.. Just purchased a 91 V6, 5 speed for my son, car not running. Car was owned by someone with no mechanical background, they had wire nuts on a cobbled up mess of the starter wires! Anyway after fixing all that and replacing fusible links, replacing wires, etc the motor turns over via a remote starter switch. The next problem is the car wont turn over with the use of the key, secuirity light is always on in the dash, and snap on scanner reads code 46. I pulled the trim panel under the dash to find yet another cobbled mess, There is no clutch saftey switch at all (cant find the plug or the wires to it) there is an orange wrapped set of two white wires coming from the top of the column that have been cut (cant find the other end) and the Vats wires (2 white ones at a small connecter at the base of the column have a GM blank key soldered to them) I told you it was a mess! I measured the key resistance and am going to try to bypass the vats, but any ideas would be helpful to get me pointed in the right direction to get it started.

VATS is engaged if the security light is on, get that key blank outta there and put in a resister matching close to the one in the key

Ok, got the resistor wired into the vats, got rid of that key blank, now security light stays on for 2 seconds, then goes out (in the on position), still no crank when I go to the start position. But the good news is I hear the fuel pump priming, and then hear a click somewhere under the dash. So Progress! What should I check next?
