Stock 1982 305 Carb Secondaires wont open
My dad thinks that the Secondaries arnt opening and wants to know if this is common and if its easily solved/ a solution could be posted. It also hesitates a lot on a start. he believes this is a combination of the accelarator pump and the secondaries not working correctly... if anyone could shed some light on this it would be great... i drive the car every day and i would be happy to answer any questions for you

I have the same problem happening with my Qjet. I did get the secondaries opening for a little bit at one point after I half assed a repair to a vacuum line and messed with the choke. You might not have proper vacuum if my scenario means anything.

The secondaries shouldn't affect "normal" driving. The primaries are more than enough to get the car moving.
What air cleaner are you using? Hesitation off-idle is often caused by not having a functioning thermovac heat system (the stuff on the air cleaner snorkel that goes to the exhaust manifold).
Sitting in the driveway blipping the throttle, you aren't likely to see the secondaries open. The choke pull-off functions as a secondary air valve damper, and just blipping the throttle doesn't give the pull-off enough time to drop vacuum and release the air valve.
You do need to make sure the choke is opening all the way, though. It has a lever that locks out the secondary throttle blades until the choke is fully open.
There is a tech article linked from the thirdgen.org homepage (and from the "read me" sticky in the top section of the Carburetor forum) that describes how to properly adjust the secondaries.
