the float in the carb requires you to have less than 7 psi of fuel pressure into the carb, while your in-tank electric pump is pushing alot more than that. get a return-style fuel pressure regulator.
the thing is everything worked fine before i changed the lifters and it dont have an i tank fuel pump its on the side of the block. thanks for you help would the fuel pressure regulater still work?

Just because you bought a refurbished carb doesn't mean it's had it's floats adjusted - it just means it's been taken apart, new gaskets, and new parts if needed, and put back together. Adjusting floats has to be done on the car with gas in the carb. Same as other adjustments. Why does everyone think a fix comes in a box? Get your hands dirty, get a screwdriver, a book, a beer - whatever, and get in there! Can't learn unless you just do.
i got all the books and plenty of beer and checked the floats there all good still not sure what it is.
