What is this on the parking brake cable?

My 86 IROC has 4 wheel disc brakes. What is the foam piece that is on the drivers side emergency brake cable for? It moves freely on the cable, and I was wondering its function and where it is supposed to be located.

IIRC, it's a vibration dampener, which is supposed to be "fixed" over the axle.

The emergency brake cable is secured to the axle already. This "foam piece" just pushes up against the small bracket that secures the emergency brake to the axle? I just did a brake job, and am trying to put things back correctly.

I was thinking, perhaps incorrectly, that the 'foam piece' was in a fixed position on the cable itself (over the axle). A search might turn up a pic. Found one:
