start troubles, no crank or fuel prime, please help

Transmission: 700R4 auto
Axle/Gears: stock 2.73 for now
start troubles, no crank or fuel prime, please help
Ok ive posted several times about this problem as being a vats issues, but due to many people pointing out that its more likely 2 different issues, so heres whats going with my 89 5.0 tbi bird. when I tun the key to start it, it doesnt crank over, and the fuel pump doesnt kick on. when I bought the car the kid who had it ran a couple wires from under the hood so it would crank and it would fire up after about 10 seconds of cranking with the ignition on. I know thats the oil pressure switch kicking in the pump with the pressure. I replaced the fuel pump relay tonight and its still the same. The steeing columb was replaced before I bought the car so I thought it was vats related. I checked under the columb and theres 2 resistors tyed in the line for the vats already. I have made a couple posts about this regarding vats problems, but many people have stated its really 2 seperate issues going on. so when I replaced the fuel pump relay I was hoping to hear a click and the fuel pump run, but it did nothing. I have gotten alot of good ideas, but now with the fuel pump relay still not priming the system, Im going back to think its somehow vats related again, although it hasnt set any vats codes just a code 54 stating fuel problems (pump relat, pump or ecm). Or at worst case im thinking maybe the ecm isnt working right anymore. I checked the fuse by the battery and its fine, even swapped it out just in case, still nothing. Im really stumped here on what to try next, I think the problem is somewere in the ign switch or thereabouts because everything works past that point, pump works fine once started. I really need some good opinions/ideas on this one, I'll be happy to continue posting answering any questions you have that can help me diagnose the problem.thanx guys, and I log in a few times a day to check the site.
Also could the neutral safety switch be causing this, would it both not crank and not prime if it went bad, or how about the ignition switch (real one, not lock and cylinder)?

Yea the ECM deal was my mistake and applies to TBIs (i thought he had a TPI for some reason). Anyways the Code 54 is very significant what it means is the ECM sent a 12V signal to fire the fuel pump the ECM then measures the voltage at the pump to make sure it got the 12V signal. The Code 54 means that although the ECM sent the signal (or so it thinks it did) the fuel pump did not receive the 12V signal. This will require the car to crank till oil pressure builds up high enough to send 12V to the fuel pump through the oil pressure switch instead of on the ECMs command through the fuel pump relay. In the other thread theres a good schematic to show how the circuit works.
