what is that rubber/plastic dust cover boot thing on the steering shaft in the engine bay?

its after the bolt that connects the interior columb to the steering shaft in the engine bay.

its right between the the mainifold and the brake booster on the steering shaft.

and what happens when its cracked? does it need tio be replaced immediately and how much would that cost?

Unless I'm wrong, the boot is a dust cover
Replace it when you can but it's not holding grease or anything so you can get by without it for now

Not a big deal. You don't have to replace the shaft but you do have to remove it in order to replace the plastic piece.

Odd, I've lowered my column several times without incident. At any rate, a crack shouldn't be a problem.
