fuel pressure drop/stalls/rich condition

My fuel pressure drops from around 40 PSI to about 30 PSI within 2 minutes after turning the key to on position, without starting the engine. Does hold when I clamp the supply line. Allready changed fuel filter, seemed to fix the problem for a while but it drops again. Not sure if that does have something to do with my stall/running poor problems - I am trying to fix the car for about two months - it is hard to start, but possible, although it runs really rough, like really low rpms and stalls after couple seconds. The spark plugs are fouling dry black so thats why I think it is running (not really running, can't get her move) rich.

I replaced: ECM (reman), spark plugs, distributor cap and rotor, MAF sensor (reman), EGR valve, all vacuum hoses, fuel filter, fuel injector filters,o-rings and pintle caps, coolant temperature sensor, ignition coil, I think that is it
Checked: spark,TPS, ignition control module, pick up coil resistance, injectors resistance, throttle body cleaned up,can't come up with anything else right now

Anybody any ideas what to do ?
