Trans Am Headlights Wont Come Up

Ok I have a 86 T/A TPI, the problem is my headlights wont come up when I turn them on, I checked to see if the motors work by wiring each motor to my battery, when I did the driver side the light came up, but when i did the passenger side it did not come up but the **** you use to bring them up manually just started spinning for a sec, also when I bring them up manually while the car is on then turn the car & headlights off the passenger side light goes down but the Drivers side stays up..... Does anyone know what the problem is???? Does it sound like I need new headlight motors or is something wired wrong???? and if something is wired wrong does anyone know how to fix it???

Verify that the circuits are getting the correct power from both the isolation relay and headlight motor actuation relays. Your '86 uses the older scheme with three relays, just like my '86.

As for the other one working only if you power it directly, this is probably "broken (short inside) on your car......
