EGR valve specifics

Hey guys, I have a problem with my '92 b4c that i'm trying to hunt down. It has an idle problem and the exhaust sputters. The idle will stay high at around 1300 rpm and won't drop unless I restart the car. The problem is slowly getting better or at least it's not doing it as often but i'd like to fix it so I can see what my true mileage is. I've changed the temp sensor, IAC valve and have done a major tuneup. I understand the basic operation of the egr valve and I know it can cause a surging idle but how about a high idle if stuck open or closed. The car also runs hot on the highway and not in traffic, usually around 240. The fans turn on at 222 and off at 215 degrees. If too much burned gas is getting into the cylinder would that raise engine temp? The tps seems to be working fine although i've seen voltages of .63 to .87 at idle.

The only thing I can think of if maybe a bad MAP, EGR or ECM or maybe a leaky throttle body,(it's a TPI 305 engine).

Any ideas?

you could always remove and block off the egr. its one of the first things i did to my motor. your ses light willl be on all the time if you do.

Sounds like the air dam under the radiator has a problem (missing or broken).
