The cat-con heat shield may be missing. As the cat is located under the passenger feet. This heat shield is attached to the floor pan under the car.

A previous owner may also have removed the padding from under the carpet. This makes a big difference in the heat that comes through the floor.

Can also add additional padding under the carpet to help with the heat. I did this on a car that had headers and 2-1/2" dual exhaust. The floor used to get rather hot. The additional layer of padding made a big difference. This is the jute padding that GM uses. Can get sections of it from recently junked vehicles for next to nothing.

A mention recently junked as over time they tend to get water in them.

Not sure, but I thought all 3rd gens have a heater coolant shut off valve. Although I could be wrong that they all had one from the factory.

These valves tend to break and if it did, may not have been replaced. Just bypassed. Or there is something wrong with the dash control. There is a vacuum switch that operates the HVAC doors and heater coolant valve.

Funny how you mention the heat from the vent. The same car I added the additional jute padding to. I also added a heater coolant control valve to. Which never came stock with one.
