Engine: 305 tbi

Transmission: 700R4

Axle/Gears: 2.73

broken lifter?

ok my friend is looking at a 98 firebird and he says it wont go over 40 mph could that be a broken lifter, or something worse? im not sure if its going through the gears BC i wasnt in the car but he thinks its a broken lifter. does anyone kow what this could be?
