cant get car to start

Car: 1985 Z/28
Engine: Dual carbed 357
Transmission: 5 speed
cant get car to start
I posted a ? earlier and did everything that was told but car still wont start, someone said it my be that I dont have my lifters set right. What is the best way to set yur lifters on a motor pre-start????????
