Fuel system problem?

Fuel system problem?
Ok, I just installed heads, cam and an HSR on my 87 Iroc. I can get it to start but not without pumping the pedal. Then it doesn't want to idle correctly, like it is surging. I took it for a quick jaunt down the road and it misses real bad. I'm thinking vacuum leak, spark, or fuel problem. Well, I searched everywhere for vacuum leaks; nothing. I'm getting spark and set my timing to 6* and it sounds fine at idle. I was having problems with backfiring through the intake, but now it is gone.
This led me to believe it was the fuel system. My pressure bleeds back down from 45 w/vacuum hooked up to 0 almost instantaneous after shutdown. I pinched the return line and turned the key to prime the pump and it still bled down at the same rate. Does this mean my injectors are leaking? I have accel 26lb inj, but they are brand new, only like 10 miles on them? I have a chip burned for the correct size, so I am kind of stumped on what my next move should be. Buy new injectors?

Well, I installed a Kirban AFPR and the pressure stays instead of bleeding down. I will know for sure if I can get this thing started and see what difference it makes.
