Distributor has a hole please help I need my car!

Hey this morning after it rained i went to start my car and it would turn over but not start up. I looked under the hood to find that the engine is soaked (because it rained) and there is hole in my distributor cap that looks melted so I figured it was arcing up. So my question is, before I buy a new one, is this hole why my car is not starting? And also if I replace it is it just gonna happen again?

If the engine is wet the rear hood/cowl seal is missing or damaged. Water in the distributor will prevent spark from reaching the plugs. A new cap will be needed to replace the damaged one, but you need to keep the rain (and soon to be snow) from getting under the cowl and onto the engine.
