Quick questions on "IAC and TPS Adjustment"

"Take the paper clip and open it up and form it into a big "U" shape. Insert the clip ends into the ALDL in the 'A' and 'B' pins. Turn on the ignition, but don't start the engine. Wait 30 seconds. Now, go remove the connector from the IAC."
What is this step for? I wanted to hook my scanner up in order to read engine RPM. And is the paper clip left in throughout the whole process?
"If you set an SES light by having the IAC disconnected, then after shutting down the engine disconnect the negative battery terminal. Wait 5 minutes. This will clear the ECM of all trouble codes. Re-connect the battery and drive the car for 20 minutes to allow the ECM to relearn your driving style."
Wouldn't this reset everything you just did to adjust the IAC or is the valve now set?

The first step is to get the IAC bottomed out so when you set the idle it is with no assistance from it. You unplug it before you start the car so it won't move. You take out the paperclip before you start the car. After setting base idle, shut it down, reconnect the IAC, and then it will help out and put the idle around 700 when you start the car

I can't get the car started without the IAC connected. This is really frustrating.

If your is TPI, I'm not sure how it compares to TBI which is what I have. But I would think maybe turning up the idle screw or checking closed reading on the TPS to make sure it's high enough?

I gave it about an hour and went out again and it started right up. Going to bypass the VATS because the security light came on.
