External inline Pump not pulling fuel...reasons?

Hey guys,

84 T/A, carbed with inline Holley electric pump replacing the mechanical engine mounted one (New 350 has no provision for mechanical pump). It's not pulling fuel from the tank. I can hear it running, but it's not drawing fuel. I pulled the fuel lines and blew air through both feed and return lines and both are clear (Well, I hear bubbles in the tank and feel air coming out of the filler neck). I suppose that the sump inside the tank is too clogged to pull fuel but also let air back through? I'm just looking for ideas on what this could be.

Where did you mount the pump? Is it wired backwards?

I mounted the pump behind the rear seat, bolted to the sheet metal (makes it kind of loud in the car unfortunately). It's not wired backwards, it worked great for 4 months.
