car wont start
I have an 83 trans am that wouldnt start one morning. I am considering changing the fuel pump and gas tank but I'm not sure how to check what the exact problem is. I know this is very vague but anybody have any ideas?

Start Smart
When you turn the key to the RUN position (you have to wait a time period between tries, 1 minute is good IIRC) can you hear the fuel pump hum for a couple of seconds?

Pump Jump
Using a voltmeter or test light (the type for testing for voltage, not a continuity tester) see if you have power on pin A of the pump relay orange wire.
It doesn’t matter what position the key is in.
If you don’t have power there check the inline fuse located near the battery.
If there is power there jump pin A to pin E for a second or two with a piece of wire.
Does the pump run when you do that?

I'll have to check in a few day, there has been bad weather here for the past couple of days. I am basically going to try to completely restore this car which has had little car. But I dont really know where or how to start. Any advice?

As far as restoration goes, the types are too numerous to discuss here.
ThirdGen has a restoration and related sections which will discuss those topics.
Anyway if you’re not on a tite budget you can completely disassemble the car, restore each part to factory or better, then reassemble.
Also, I prefer to not reuse the stock floor pans, but replace them with stainless steel.
