Gas pedal/Throttle cable "slack"

Gas pedal/Throttle cable "slack"
My gas pedal sits a ways closer to the firewall than my brake pedal. This makes heel-toe downshifting very difficult.
The gas pedal can be pulled up maybe an inch or so and at that position I believe that it would solve my heel-toe problem.
When I look at the linkage I find that the gas pedal arm hits a stop when I pull it up. At this stop, the throttle cable has a significant amount of slack sticking out from the gas pedal arm. Is this normal? Do any of you with low mile thirdgens have this much slack?
Despite this slack, I do get WOT. It looks like the pedal assembly is designed to flex some to avoid breaking the throttle cable when reaching WOT before the pedal physically is touching the floor.
So I am wondering if the throttle cable is normally a lot tighter than this and is forcing the brake pedal assembly to flex more to compensate. Anyone check into this before?
Mostly, I would like to know if on a low mile thirdgen you can pull up on the gas pedal (from the resting position) about an inch or so before hitting the stop. Any thoughts would be appreciated.

Yes, it will pull up from where the cable puts it.
You could bend the pedal arm (the already-bent metal part) more so that the pedal sits higher, but if you do that, you'd better put some sort of stop so the throttle cable isn't what's keeping the pedal off the floor at WOT (to protect the cable from damage).

Sorry about bumping an old thread, but I figure it's better than making a new one. So the metal arm of the pedal, towards the top, is supposed to be able to pull back towards you about an inch?
I know the pedal is supposed to be able to angle forward, since that helps when you push the pedal down.
This whole time I thought something was loose or wrong with my gas pedal assembly, since it's not as smooth as modern cars, but I think actually it's just a little tighter than most cars. I drove an old school Nova and even that gas pedal was easier to push down. But I guess I just need to get used to using some muscle, since it is a muscle car. It just throws me off when I drive another car.
