Hey guys, I recently pulled out the old formula in hopes to sell it. After a quick inspection and test drive I find out the speed isn't working. It has sat for roughly 5 months and it worked before. Any idea on how to fix it, other than replacing cable bc I'm trying to sell it. Otherwise ill replace cable.

You might start with the VSS. Since the problem is apparently common, however, you might try a search. The electronic forum might be more useful than this one.
