charging problem

charging problem

Hi all havent been on for a while and have question about the charging in my car. i have a 96 lt1 in my 91 camaro convertible. ive had the car in storage for about 3 years and last year was the first time i drove it. this year ive driven it on the weekends but somtimes it does not want to start. it had this problem before i put it in storage. it has new battery ,alternator ,starter. also the start has a heat shield on it and the grounds on block to the body of the car have been changed. i used the mutimeter before i started the car and it read 12.45. when i started the car it went to 14.75. i left the multimeter on and the charge slowly went down. i let it go down to about 12.11 and still charge went lower. the alternator was checked at auto zone and so was battery and starter and all checked out good. the battery has been on a battery tender charger. so im stuck any help will be great thanks.
