Vortec heads on a 383

Is it possible to make a naturally aspirated 383 with vortec heads to push around 480 to 500 hp?

with some port work done, yes, you could hit 480hp, but keep in mind the standard vortec heads designed for low and mid rpm torque, and pretty much limits EFFICIENT flow to under 5000rpm in a 383 .
keep in mind theres several vortec head designs
the large port vortecs can supply 600hp
