WHy is my speedo jumping and chirping??

Car: 1984 Camaro Z28 Clone
Engine: Bored .030, vortec sbc350
Transmission: Built T5 WC
Axle/Gears: 1999 Torsen 4:10 Locker
WHy is my speedo jumping and chirping??
Lately its gotten really bad. The needle will vary 10mph back and forth and it's chirping horribly. Very VERY distracting.
What do I need to do to fix this? Oil on the gears? Tighten something? I would really like to get this little issue fixed because its super annoying.
Any help is appreciated. Thanks guys.
