87 Headlight Motor Sticking Help

Well everything has been going good with my headlight repair kit I ordered and installed a few years ago. Now the right headlight is not wanting to go down. I can make it go down with the manual **** and it will work again going up, but won't go back down. What exactly controls the voltage to the motors? There are only 2 wires to each motor, so it has to be some sort of switching relay and a timer of somesort, but where is it? I don't think it's the motor because they both go up smoothly at the same rate. Maybe I should test the motor with power from the other side to rule out the motor for sure I guess.
