91 rs camaro 305 tbi wont stay running when cold

hi everyone im new here...i have a 91 rs 5 speed with a 305 tbi that i have to pretty much pump like it has a carb for a cold start and even then it wont idle and just shuts off when i remove my foot from the petal. the previous owner removed the stock air cleaner and god knows what else so im kind of leaning towards a vacuum related prob but not certain..any help would be appreciated.
