I searched on here and it seems to be the vss, but I want to make sure. When I turn the key to on, the tach jumps to 2000rpms-5000rpms, then when I start it, it pegs out. It's also pegged out when it's off. The speedo also does not work, along with the odometer. It's a 91 RS with a 305 and auto trams. Is this problem likely the vss?

The VSS has nothing to do with the tach.

Is the SES light coming on? If so, have you checked the trouble code(s) being set?

You may have a common problem in the instrument cluster or wiring to it, or you may have two different problems.

Cluster power, cluster grounding, damaged connectors/wires would be a good place to start.
