91 camaro tpi starting issues

hello every one i have a 91 z28 with the 305 it does not want to start. it will turn over and run ruff for a bit then it dies and no start. it will just crank and crank,but if you start to pump the gas pedal it will hit like she wants to run but it wont run . i got a new fuel pump and new injectors in it its getting spark but it also wont fire over off starting fluid only if you pump the gas, any ideas, y would pumping the gas pedal on a tpi make it fire a bit and not pumping gas it just turns over

ok well today i did several things
1. replaced spark plugs, old ones were wet and fouled.
2. checked fuel press., i had 40
3. noid lighted injectors, al ok
4.yesterday i replace all injectors with the bosch 3 from fic
5. tested compression on cylinders, ok.

so now it starts only if i hold it to the floor and it runs like crap it will get up to 3000rpm and it will run like that for a but 30 secs and die
if you hold it to the floor again it starts back up and does the same thing, i think its flooding itself out but i dont know, i did check the codes and got a 21 the tps sensor could that be it, i tested 5 volts to it and ohmed it the ohms went from 6.5 down and seemed pretty smooth so?

i also had the idea the converted might be plugged up i think i might take it off today
