Found these were all muggy today and figured why not replace them, but would this cause a no start on a TPI? These are the 3 relays on the driver side firewall. Also is there a way to check these? Thanks.

That actually looks like the weather protectant GM put on the connections. The wires shouldn't be exposed though and those need to be fixed. I doubt they are bad or the cause of your no start. If I understand things correctly, the relays are either open or closed when power is supplied. To test, you would need a multi-meter and check to see if they are working when power is applied. I assume you have checked for fuel pressure and spark? Check your fuses to see if you have a blown fuel pump fuse. Can you hear the pump prime up when you first turn the key to the on position without starting it?

Re: Would it be in my best interest to replace these relay connectors?

Thanks for the insight on those. Turns out, it's my injectors. Everything checks out good. The car sat for roughly 7 years and everything fuel related has been replaced except for those. I used a noid light on all connections just for kicks, even though I know they fire on banks. I did get a nice pulse from each. Also my injectors are a bit rusty and most likely are the originals with 130k miles on them.

Probably time for a change then. I replaced mine and used our site sponsor Southbay Fuel Injectors. Great people to work with. Good prices too.
