No power to fuse block? What to do

Car: 1984 Chevy Camaro
Engine: 305
Transmission: 700r4
Axle/Gears: 7.5in 10 bolt with 3.08
No power to fuse block? What to do
It's a chevy camaro with a 305 engine. I took it out to rebuild it and pu it back in. Hooked everything up and tried to start it, but noticed no headlights or brakelights. I tried to start it, wouldn't even turn over.
I used my voltmeter and the battery is goo, my grounds are good, Then I check the fuse block and there's absolutely mo power, even with the key on.
I don't know if maybe I can bypass it or maybe I did something wrong,
Does anyone have any advice or maybe a schematic I can look at?

No need for any of that"deep technical" stuff... after all, it's just a car....
Look at the wires going to the starter. On the big post, where the batt cable goes, there's some that should be there, that aren't. Prolly 2 of them.
