When you turn the key whats it do? Makes no noise at all? Are you positive the starter is actually engaging?
Try jumping the starter to see if it will do anything, if it starts that means theres a short or possibly something wrong with the ignition switch.
Does this car have VATS? Im not sure if 89's do.
Is it possible your engine is seized?

When I turn the key. Nothing, no clicks, doesn't try to turn over or anything. The starter is engaging, i checked it with a volt meter, etc.
When I changed the neutral safety switch I "hot wired" or "by-passed" it and the engine turns a lil. So I know the starter is engaging.
My 89 does have VATS.

So the engine is moving just a little bit? It could be your battery. Try another battery that you know is good and see what it does.
Could it be a vats problem?

Re: Ignition/electrical help please!
When you turn the ignition key to the "on" position the "security" light should come on for a few seconds and then when the VATS module reads the correct code from your key, the "security" light should turn off. If it stays on then there's a problem with the key or the vats itself.
Re: Ignition/electrical help please!
Thanks, I JUST tried this.
Put key in ignition and the security light to the right of the steering wheel did NOT come on AT ALL.
I have no experience with VATS at all. What's my next step?

Are you sure your battery is fully charged? Have you tried another battery of maybe jumper cables?

I believe i remember that security light coming on for a few seconds in the past as well.
But I'm sure my battery is good. I checked with a volt meter, and lights are not dim, cig lighter works radio works, clean connections and checked grounds.

I would replace the light bulb just to make sure it works fine. Also, clean the contacts on the key to make sure it makes a good connection. But the light should work.
