Hard Start on an 89 Formula 350 TPI

I have a 1989 Formula 350 that has had a hard start issue for a long time. Here is the scenario:

If I first start the car (after its been sitting for a bit), it will fire right up and run fine at idle etc...
If I run it for a while, a minute or even a few seconds and shut it off, then, immediately try to start the engine again (dosent matter if cold or warm), it will crank but not start. If I let it sit for at least 5 minutes, then attempt to start, it will fire right up again and run fine at idle etc.... (like nothing is wrong).

Right now, I have to plan my stops to ensure that the car sits at least 5 minutes to ensure a restart.

Here are the stats of the car:
1989 Formula 350
"Stock" TPI Motor/Intake manifold/Heads
Edelbrock headers
A/C deleted
Battery relocated to trunk area
SLP dual ram air intake system modified to fit MAF
Mallory plug wires/ignition system looks good
ECM has the Hypertech Thermomaster chip for 1989 350TPI application)
160 degree thermostat
TPS set at .54
IAC set at minimum air rate: 450/500 rpm
Adjustable FPR set at 45 psi with vac line off/dosent lose pressure under load/bleeds off pressure slowly if engine is off after a few minutes.
Changed fuel pump and filter recently (primes for two seconds when key is turned on, before turned to ignition start)
No trouble codes present.

I know that I need to have a new chip burned to delete Smog (still on the car at the moment), A/C and modified for the cars current engine intake and exhaust etc... applications as well as tuned for optimal performance (since the car is really drinking gas and feels a little loaded up/hesitant during normal driving). I just want to tackle this annoying starting issue before I move forward.

BTW, would a fauly EGR cause this issue?

Please chime in with any ideas as to what can be done to fix this issue.
