does anyone know what could be causing this??
the vats was bypassed when it was tbi
it is now tpi ??? could that play a roll?? also I'm not running a VSS
it will start with starting fluid ??? please help!!

Did you upgrade the fuel pump? TPI requires more PSI than TBI

ok update.. I was going to check the fuel filter and found out that I don't own a 16mm wrench .. so i decided to prime the tank by running 12v to the red wire on the fuel pump relay.. the pump turned on..(it will prime for 2sec when the key is turned on) and I held it on for 5 sec or so.. checked the fuel rail for gas, it had gas.. found out i wired the vats wrong re wired it and got a extra hand later that day to start her up... no gas pump is turning no pressure and wont start .. only with starting fluid ???
I did hear a noise in the tank before trying to start ... it sounded like someone kicked the tank from the inside ?

Sounds like maybe the rubber hose blew off inside the tank. BTW, 16mm is 5/8" all day, everyday. In fact metric to standard crossovers are as follows: 8mm is 5/16", 11mm is 7/16", 16mm is 5/8", 19mm is 3/4", 22mm is 7/8". These sizes crossover well enough that one is completely interchangeable with the other.

Fuel at the rail is only half of it, pressure required is ~45psi with engine off.
If you've been cranking it a lot voltage may be too low for ECM to operate fuel injectors.
Have you checked the Fuel Injector fuses? 12v should be present at the fuses when in Run, Bulb Test, or Start.
If all that is good the ECM may not be getting reference pulse from Distributor ICM.
