Fuel Pump/ECM Problem

Hey guys,
My fuel pump gave out after i shut it down yesterday.
I did all the test and it seems like my green/white (ECM wire) from the relay is not get the 12v for the few seconds when key is on.
Does this mean my ECM is bad?
I tried to unplug the ECM and plug it back in to see if it was a loose connection. But that wasn't it

I can jump the harness and get the fuel pump to turn on but the car still wont start jumping the tan/white wire and orange together...

Im guessing its hooked up to my air sensor on the intake, if im reading the diagrams correctly.

What do you think?

If you jumped the relay and the fuel pump runs, but the engine still does not start, you want to check the fuel pressure. But before you check that, are you getting spark?
