sluggish response..

Hey guys got a bit of a dilemma over here.. long story short I have an 87 iroc z / 305 5 speed, when I got the car it had major coolant leaks after ripping apart upper half of motor I round-up having a cracked head since then I replaced heads with stock and had machine shop clean and replace valves seats and springs. Put everything back together and car starts and runs but is sluggish in first seems to bog when stepping on gas once going car is fine seems like it takes a lot to get car moving I was going to advance the timing a bit but was looking for suggestions as to what other members may have come across. I just have to pick up the kit to test my fuel pressure since I did not change pressure regulator or injectors I want rule that out first. Also while idling it seems to be at 1700 rpm but also fluctuates upward when cold seems to get better when warmer. But doesn't go away.

Did you set the timing w/ a light?
Did you follow the instructions on the emissions label?
Does it advance when you rev it?
