Remove the throttle body & clean it really well, esp the iac valve.
Does the engine have a higher idle when cold?
Egr valve might be sticking open.

Also on cold starts the car will just start and then die.unless i catch it before it dies and give it gas.

Iac is no. 70. So it never idles fast, that part might be bad, it allows air to bypass the throttle blade by screwing in & out. Iac= idle air control valve.

Re: 1988 2.8l idleing problem

ok, been away from this car as i also have an 85 camaro going under huge make over. taking out 305 to put in a 383 with hsr.
well i replaced the egr valve/gasket, iac valve. cleaned the tb. and still revs high at start up and then low and tries to stay alive by reving up and dies a few seconds later unless you give it some gas. so no changes occured before the egr and iac change. vacuum looks good.
