Fluctuating Fuel Pressure, not quite running right

Car is a 1985 L69 Iroc. Been working on this car for years, and finally today decided to finish the car for the summer. I have had a fluctuating fuel pressure issue, and the car just never seemed to run right. It was also difficult to start hot. Decided to replace the helper pump, so I removed the tank, and found this:

Certainly didn't help that the helper pump was dead. ironically, tank was nice and clean, no rust and had a little foul gas in it.
