High BLM at idle (160) - Normal at cruise (130+)

Car: 89 Camaro IROC Z28
Engine: 350 TPI
Transmission: 700R4
Axle/Gears: 3.73
High BLM at idle (160) - Normal at cruise (130+)
89 Camaro z28 w/ 5.7L
Been having issues with the engine running rich at idle (can smell unburnt fuel)
Hooked up Tunerpro RT and found that the BLM's hit 160 (cell 0) within 5 minutes of starting the engine.
O2 reads 300-700mv at idle but goes from 80-200 at 1200rpm.
BLM at 1200rpm is at 130-134, so normal.
At a loss here...

- I have used the carb cleaner method to search for vac leaks.
- Replaced the pcv valve just in case (it only cost $3).
- Fuel pressure is at 45psi at KOEO
At a loss here...
