Won this auction on ebay and it is local so I can pick it up and save $30 shipping on it. Can anyone tell me if that carb work for up to 300 HP?

Yeah that setup should easily be able to give you 300 HP with the right cam and other engine components. I noticed the auction has ended. Did you end up buying it then?

Looks like a universal 600 cfm, vacuum secondary, 1850 model Holley to me. They work great on milder SBC's. 300 HP should be possible with that intake combo with the right cam, heads, etc.

The heads on the car are world performer torquer 305's. Smog headers (will change to long tubes shortly) Fuller roller 1.5 rockers. unsure with the camshaft. What cam will work well with that setup.

Just guessing here, but I'm assuming you're running a flat tappet camshaft right, and not the factory roller cam? Basically 86 and older motors use the flat tappet cams, and 87-up uses the factory roller cams. If you do have a flat tappet motor, the old Comp Cams 280 Magnum is a good choice. Another good choice that a lot of guys have been using the last few years or so is the Lunati Voodoo series cams. One of these cams should get you close to your 300 HP goal and work well with that intake/carb.
