Serpentine belt being torn apart...

I have gone through two belts In the past couple of hours I replaced the first one and drove for about 10 minutes before it tore again...

It was making a very loud squeaking noise the entire time I drove.

I noticed this ?pulley? is not moving when the car is on and it seems to be the problem

any input will be highly appreciated.

By the way the car is a 1992 Rs Stock 305

That's the tensioner idler pulley, should spin very freely. if it is locked up, you can buy a new one at any auto parts store for 20.00 or less, one bolt in the middle holds it on. I just replaced mine a couple of weeks ago. the new one won't have the raised edge, just a flat pulley, will work fine.
