5,000$ will not cut it for a shop to do all the labor, fabrication, and parts.
You will spend more than that just on the parts.
Considering you only want to make 450 HP, just get GM crate engine ZZ383
for 6,500 $ and be done with it.
Old small block out, new small block in.
but that is just the start 400 + HP means you need to upgrade the weak stock rear end, upgrade the trans. install SFCs.. etc etc.
