Engine Block Casting #10243880 = 1996 + 2 or 4 Bolt Vortec Roller Blocks
Head Casting #3890462 = 1966 - 1967 64cc "Has accessory holes" Flat Tappet Rocker Arms
Head Gasket #7733PT2 = Fel Pro 0.039" Compressed Thickness
Roller Camshaft & Lifters
The heads were warped when I bought them and had to have them shaved to square them off, I don't remember the exact amount removed but he said he had to remove a good bit.
From my calculations that would put the car without heads shaved around 9.94:1 Compression Ratio but with heads shaved a tad more around 10:1.
The Camshaft I have is ... hard to make out the actual part # to find out the lift etc from it, not sure if any of you can help identify it, but I'd like to know what kind of Horsepower this engine is going to be pushing... I had issues where I broke my Camshaft Thrust Lock Plate and waiting on a new one so I'm running numbers and trying to figure it all out.

I'm not sure how to find out more about that camshaft. The "2035" sounds like a Crane cam, but doesn't match anything that they actually sell (that I can find).
That said, using an unknown cam doesn't make any sense. Buying a new cam that you know will work with your combo is money well spent.

Do they have accessory holes? I haven't seen any SBC heads before '68 that did. A set of Vortecs would run circles around them (with valve spring upgrade, of course).
You left out a few things about your CR, like deck height and valve relief/piston crown volume.

Also the heads didn't have the holes originally, the driver head has a couple tapped bolt holes so you can still use a power steering for V-Bolt style that also bolts onto the exhaust manifold passenger side has no bolt holes for accessories the alternator is connected to a bracket that goes from the water pump to the intake manifold.

Being a roller cam doesn't make it a "pref" cam.
The L31 Vortec block you are using came stock with a low perf truck cam
191 /196 duration .414 /.428 lift
The "HiPo" version rated at 330Hp had
212 / 222 .435 /.460 . as you can see more valve lift and more duration
The popular ZZ4 performance roller cam has
208 / 221 .475 / .510

461s are smalll valve heads. not great performers til you put larger valves and some "work" to them. Will they run and bolt on yes. With those heads youre probably just under 10:1 which is safe. Power estimate impossible at this point.
